Mapping Just Transition in NDCs

This paper provides a mapping of how just transition and relevant considerations have been addressed in Nationally Determined Contributions (NDCs) by looking at the uptake of key terms and concepts. Using a dataset developed by the École Polytechnique Fédérale de Lausanne (EPFL) in collaboration with the International Labour Organization (ILO) and based on the ILO’s Just Transition Guidelines, it highlights patterns, variations, and gaps in the inclusion of these essential considerations. The report examines how NDCs address elements of different policy areas that contribute to a just transition, such as skills, social protection, enterprise development, occupational health and safety, rights, social dialogue, and active labour market policies. It provides analysis and insights into the current state-of-play, highlights directions to strengthen just transition in NDC 3.0, and establishes a baseline for monitoring trends.
