Promising practices for fair recruitment in Bangladesh: Digitised management of recruitment agencies

This document highlights promising practices for fair recruitment in Bangladesh with a focus on the use of digital technology for increased management of recruitment agencies and facilitating access to labour justice.

The document highlights Bangladesh's implementation of the Recruiting Agents' Information Management System (RAIMS) to enhance transparency and oversight in labour recruitment. Operated by the Bangladesh Bureau of Manpower, Employment, and Training (BMET), RAIMS centralizes data on over 1,700 recruitment agencies, streamlining licensing, monitoring, and classification processes. The system employs dynamic dashboards, role-based access, and customized reporting for improved data transparency and accuracy.

RAIMS supports the enforcement of the Recruiting Agents Classification Rule (2020), which evaluates agencies based on 14 indicators, such as migration costs, worker skill levels, and complaint handling. This incentivizes adherence to fair recruitment practices while enabling better government oversight.

Challenges include the need for digital inclusivity and continued monitoring to ensure the platform’s effectiveness. Recommendations emphasize integration with other platforms, digital literacy training, and compliance with international labor standards. RAIMS demonstrates the potential of digital systems to combat unfair recruitment practices while empowering migrant workers.
