The Tripartite Regional Knowledge Sharing Forum: Innovative Approaches to Promote the Transition to Formality seeks to strengthen the capacities of labour actors in Latin America and the Caribbean to address the challenges of informality through the implementation of innovative formalization policies in the areas of productive development, employment and skills development, social protection, labour rights enforcement, and incentives.
Background
Organized by ILO in 2024, the Tripartite Regional Forum is a key space for discussing innovative solutions to promote labour formalization in Latin America and the Caribbean, a region where one in two workers remains in informality, particularly in sectors such as agriculture, domestic work, construction, trade, and transport. This situation disproportionately affects women, youth, and migrants. Through Recommendation No. 204 of 2015 and the inclusion of formalization in the Sustainable Development Goals, ILO has emphasized the importance of moving toward formal work to achieve economic growth and social justice.
In 2024, ILO launched the FORLAC 2.0 Strategy for the period 2024-2030, focused on skills development, social protection, labour incentives, and the enforcement of rights in the region. This strategy prioritizes technical assistance and the design of sectoral formalization policies through social dialogue, adapting solutions to the needs of each sector. This tripartite forum brings together representatives from governments, workers, and employers to identify priority challenges, and its outcomes are expected to inform the General Discussion at the International Labour Conference in 2025, while strengthening multilateral collaboration in the fight against labour informality.

The forum is organized within the framework of the Strategy for Formalization in Latin America and the Caribbean (FORLAC 2.0), the ILO project Innovative Solutions for Formalization in Latin America and the Caribbean, co-financed by the European Union, and the Action Programme for Formalization (AP/F).
For the development of the forum, partnerships have been established with the European Union (EU), the Economic Commission for Latin America and the Caribbean (ECLAC), the Spanish Agency for International Development Cooperation (AECID), the International Labour and Employment Relations Association (ILERA), and Hacer Perú. Additionally, the event is supported by the ITCILO as a key partner in organizing and implementing the forum.
